In Bubblegum Crisis: Tokyo 2040, a boomer is a synthetic life-form mass-produced by Genom. Boomers were advertised as being “friends of humanity,” Genom intending for them to prevent the suffering and exhaustion of man. They are commonly used to perform food service and domestic jobs, bodyguard and military duties, and come in various forms depending upon those duties. Many of the domestic models have been designed with a synthetic skin in order to make them appear more human, and as such, more visually appealing.

A boomer core contains only enough artificial intelligence for the boomer to do what it had been built and programmed for. They are also programmed to not engage in any action that could cause harm to their registered owner. They are likely programmed to not cause intentional harm to anyone else. However, when a boomer goes rogue, that programming goes out the window.

Most often, a boomer tends to go rogue when it is in need of serious maintenance. Or, in rare cases, due to human tampering. And, in the case of flawed programming, when it gains sentience and becomes self-aware. When that happens, the boomer’s form warps as it wreaks havoc and destruction. Mistreatment may also be a potential cause for rogue activity.

Many rogue boomers tend to be heavily armored and have access to dangerous weapons, whether their own or through assimilation. As such, destruction and casualties run high. In a few instances, a remote control boomer, called a moto-slave, has gone rogue. In these cases, external forces were at work, like the death of a human operator, or the corruption of a boomer operator.

So far, it is only the ADP and the armored vigilantes known as the Knight Sabers that have the capabilities to stop them.
